You can do that with the S130 SoftDevice. I don't see why you need the timeslot API. You can get the RSSI of the received advertising packets and scan responses. I'm not sure what you mean by link quality.

Thanks for clarifying Petter.I am using S130 SoftDevice. I need to detect advertising/scan response and also information about rssi ,link quality.At the same time the firmware sends advertising.Is mandatory use timeslot api to get information about rssi,link quality ?

I just want to make you aware that the S130/S132 SoftDevice can advertise and scan at the same time. Could you explain a bit more about what you want to achieve? A broadcaster/advertiser can detect scan requests, not advertising packets, while a observer/scanner can detect advertising and scan response packets.
