There were nothing wrong with the implementation above. The fault was that I had a really low SCAN_TIMEOUT. The event case in on_ble_evt() called scan_start() everytime there was a timeout event, which resulted in some kind of fault I didn't see at first.

So sorry for wasting your time, but hopefully someone can find the code above helpful.

Yes the address should be correct, I have tried changing order but still no luck. I have a print in on_ble_evt() and its only triggered on scan timeout.

Looks correct. Are you sure you have put in the addresses correctly? How are you checking that no data is arriving?

I also tried changeing BLE_GAP_ADDR_TYPE_RANDOM_STATIC to BLE_GAP_ADDR_TYPE_PUBLIC, but still no incoming packets.
