As stated here, the S110 can be a peripheral only, as cocoa also says.

I removed two answers here that was a little too detailed to be public yet. For further information on future plans, you should get in touch with your Nordic sales representative.

Hi Stephen, nRF51822 S110 BLE Softdevice implements only peripheral role. If for master you mean Central, no way , at the moment, to achieve it.
