Does that mean that peripheral during connection phase to station send some static key and the station can cancel the connection if the key is wrong?

You can use any means available - display & keypad; WiFi; etc, etc, ...

People have done clever things with "knocking" devices together, and using an accelerometer signature ...

out-of-band keys do not require NFC - it is just one way of doing out-of-band keys.

A whitelist is just a list of devices that are allowed to connect to the device. For example you can preshare a key, or any other means.

out of band keys require the use of NFC. I am not using NFC. By the way, is my understanding of a whitelist correct?

Well, you need some way to initially connect as well. For example you can pair them using shared out of band keys.

Is a whitelist a list of mac addresses of the phones that are allowed to connect to ble_app_uart? If yes, then it cannot work in my context because I do not know beforehand what phones will connect to ble_app_uart.

Hi,

This is not possible, in BLE the device has to go into advertising mode to be connectable. Please see this answer.

You can implement something similar though by adding the device running the app to a whitelist.
