&lt;p&gt;Bluetooth Low energy support came natively with Windows 8.
All versions before this has support through the vendors drivers.&lt;/p&gt;
&lt;p&gt;If you have issues with HID-over-GATT in XP and Win7, then you must check with the supplier of your dongle to see if this is officially supported from their side.&lt;/p&gt;
&lt;p&gt;A possible solution is to have a multi-protocol mouse, similar to our reference design:

&lt;p&gt;The mouse/keyboard will then connect via a proprietary RF protocol if it does not get any BLE connections.&lt;/p&gt;
