This bin file is not made from source code; it's just a dump of a structure that's internal to the Master Control Panel, and would hence be completely useless for anything else than loading it with MCP.

If we get the source code for that bin file, it will be more helpful for us to develop our windows application too. And also will give us better understanding than a document can give.

The requirements for a Alert Notification Server is fully described in the Profile and Service specifications from the Bluetooth SIG. There are also supplement information on their developer site.

Unfortunately, we don't have any example implementation of this for Android. The bin file you're referring to is only useful for the Windows Master Control Panel, to set up such server there.
