Broadly that's the way I interpret it. But it's not just the packaging, you wouldn't be able to refer in any sales literature.

Hi!

The pdf whitepaper link seems broken, 404. Would be great if we could get a new link.

Reading all posts here on the forum, I think it would be great with a guide for dummies (max 100 characters, flow-chart style that a programmer can understand)

reading the docs over at bluetooth sig above and they are all very contradictory...

Example:

To sell, brand or rebrand a product using any of the Bluetooth trademarks (including the word "Bluetooth"), you must complete the Bluetooth qualification and declaration process

in other words, no need to do or pay anything if the logo or the word is excluded from the product packaging.

To sell a BLE product you need to comply with the following:

Compliance and regulatory requirements for your market, this involves EMC testing
Bluetooth compliance and certification
