There is this MSC showing how to do Directed Advertising to private peer in infocenter.nordicsemi.com/.../group___b_l_e___g_a_p___p_r_i_v_a_c_y___a_d_v___d_i_r___p_r_i_v___m_s_c.html ???

But so far i am not able to have either iOS or Android device reconnect while i am doing directed advertising with identities set.

It depends on the address type of the central device. See an explaination of the different types here.

The Android device you are using probably uses random static address, but there are Android devices that use private resolvable address. As far as I know all iOS devices use private resolvable address.

In general, you can not use directed advertising with devices that has a private resolvable address, since they change their address, typically every 15 minutes. You can however use whitelisting based on the IRK, if you only want previously bonded devices to connect. You should find some more information about how to do this by doing a search here.
