&lt;p&gt;But so far i am not able to have either iOS or Android device reconnect while i am doing directed advertising with identities set.&lt;/p&gt;

See an explaination of the different types &lt;a href="https://devzone.nordicsemi.com/question/6496/gap-address-types/"&gt;here&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;The Android device you are using probably uses random static address, but there are Android devices that use private resolvable address. As far as I know all iOS devices use private resolvable address.&lt;/p&gt;
&lt;p&gt;In general, you can not use directed advertising with devices that has a private resolvable address, since they change their address, typically every 15 minutes. You can however use whitelisting based on the IRK, if you only want previously bonded devices to connect.
