Does Nordic plan to complete development of the SDK and that required Soft Device so they eventually can be used in Production? The SDK's version is 0.9 which seems like formally it was not released yet.

I need this information to avoid risk of investing into something "just for fun" because eventually I plan my product to be used in Production scenarios and it may not based on not fully released software.

RE: Is IoT SDK still actual?

The IoT SDK is still supported. If your goal is to do IPv6 over BLE I recommend starting to get familiar with it.

But:

It is built on a SoftDevice that is a technology prototype only. It should not be used in production. See this.

I'm not aware of any commercial routers that supports IPv6 over BLE, see this for more information.

Edit 06.07.2017

We will release a production ready IoT SDK in Q3 this year. It will be built on SoftDevice S132 v5, so no longer prototype, but a production version.

So it is absolutely still worth looking into.
