I don't think there are any examples implementing concurrent peripheral and broadcaster role. Shouldn't be too hard to do though.

Anyways, is there an example similar to "HRS (or other services) + beacon advertise"

in SDK 12.1?

I don't see why that wouldn't work. Do you have any specific worries?
