It turns out it&#39;s a power issue solved by adding a 10uF tan cap after the LDO which the chip is powered from.</p> <p>The supply voltage is stable when the JTAG cable is connected possibly it&#39;s supplying power to the chip through the cable.</p><div style="clear:both;"></div>
