As I said, HDP is a Classic profile, so it can't be used directly over BLE. If the device you need to work with only works with HDP, I'd assume that means it only supports Bluetooth Classic, and hence, that it will not be possible to get it to work with an nRF51822.

This standard is important for me to develop a medical device. Now, HDP is implemented by classic bluetooth/ dual mode bluetooth so I wonder if it possible implemented by single mode BLE.

Depends on what you mean by that. nRF51822 is a pure Bluetooth low energy device, so it can't connect to a device supporting only Bluetooth classic. However, I can't imagine any problems supporting the data format itself, if the device you're talking with is capable of talking to a BLE device. Why is it important that you follow this standard?

Do our nrf51822 is capable to implement the protocol of IEEE11073-10406 device specialization?

HDP is a Bluetooth Classic profile, and a completely different one than the GATT Heart Rate Service and Profile.
