It is in Project->Options->Linker->Config. Press Edit to open simple edit window or open icf file mentioned there by any text editor.

Hi,

Yes, there is. Select/mark the project in workspace, and click Project -> Options.... Then select the Linker category, Config tab, and click on Edit. You can find the ROM/RAM settings in the Memory Regions tab.
