When I first start the command line tool jlink I can see the device as above.
then exit the tool and open the debugger view in Keil.
then I can see the cpu in the swd chain.

However burning does not work.

I tried not with the command line tool and all my 51422 devices does not work. Only the 51822 does work.
This looks strange to me. I already downloaded the latest segger jlink firmware.

I am running a devkit 51422. This gives the output as in the screenshot.
I give power 3.3V to P2:1,2,3,4 and GND to P2:37,38,39,40.
It looks you dont have power connected.

I have problems flashing this Development kit from Keil Evaluation IDE. Whereas flashing an 51822 Evaluation Kit works.

When I open the JLink console which commands to I have to execute in order to properly flash my application blinky_arm.bin?
Is a

loadbin blinky_arm, 0

I am a little confused. In your text you say that you have the evaluation kit but your attached image shows the development kit.

If you have the development kit, you ideally need to to have the nRFgo kit also. Then you should follow the Quick start chapter in the nRF51822 Development Kit User Guide v1.4, available on our web site.

However, it is not mandatory to have the nRFgo kit in order to operate the PCA10004/PCA10005 boards of the development kit. You could supply 3.3V to pin 2 on header K1 with an external power supply and also connect the ground of the power supply to the GND contact on the P5 pad. Then you should be able to program the nRF51822 and debug it. With the nRFgo kit however, you will have leds, buttons, GPIO headers, etc.

If you have the evaluation kit, then you do not need any additional hardware and should be good to go. Just follow the Quick start chapter in the nRF51822 Evaluation Kit User Guide v1.2, available on our web site.

More about the development kit and evaluation kit on this thread.
