Bottom half of the module has so-called "keep out zone" where no traces etc should go. Did you respect the manufacturers guidelines when designing the pcb? There are many things that can affect antenna performance...

Ok thanks for your answer and explanation Antenna and nRF is package on black box module distributed by Insight SIP, I will contact them to have more information

So, conclusion is quite obvious:

nordic usb dongle - good antenna design
other board you are using - crap antenna/radio path

what is the signal source?

I am not sure, but what I understand from what you said is:

you got usb dongle from nordics, you put it close to signal source and you measure ex. -20dbm
you got other board with ISP130301 module, you put it close to signal source and you measure ex. -40dbm

is that right?

Receiver (Bluetooth USB key) is the same but it's can be difference antenna performance of the Bluetooth module?

The difference comes from antenna performance of the receiver.
