You'll laugh, but I solved my problem! The problem has been in the cable (Female to Female Jumper Cable). After I pulled the cable wires from each other, the chip immediately determined programmer. The problem was electrical interferences in the conductors of the cable. :)

The module on DX is a nRF24AP2. The nRF24AP2 is a ANT-connectivity device, which also needs an external MCU to control it.

It is based on the nRF24LE1 (it has the same footprint), but cannot be reprogrammed.

programmer: www.ebay.com/.../300913637686 works fine with:www.ebay.com/.../251497579393 and not work with:www.dx.com/.../e05-mle124ap2-long-distance-2-4ghz-nrf24le1-pa-lna-wireless-transceiver-module-blue-238958.

I bought another chip nrf24le1 on Aliexpress and reflow it to module www.dx.com/.../e05-mle124ap2-long-distance-2-4ghz-nrf24le1-pa-lna-wireless-transceiver-module-blue-238958. Module stil not working.

I can not understand why the chip QFN24 is not determined by the programmer?

I am not familiar with that specific programmer, but if the pins are mapped out according to the FlashSPI pin out for the 24 pin version of nRF24LE1, it should program. The FSPI interface pin out is documented in the datasheet at chapter 17.

It might be that this programmer does not supply VDD to the nRF-chip, try powering the nRF with 3.3V or verify with the programmer manufacturer if it's a requirement. From the documentation on the site that you linked to, it seems to provide a 3.3V source.
