&lt;p&gt;The SoftDevices we provide are a combination of a host and controller. The Host Controller Interface is meant to expose an interface against a controller, to be used from a host layer. Since we provide both parts, the interface is already tightly coupled with the host layer, and is not accessible in the final SoftDevice product.&lt;/p&gt;
&lt;p&gt;If you need some HCI for use on Windows/Linux, there are some options. See one of these questions:
