I suggest you to direct your question to the vendor. It's really hard to know what to do with just the quote you send. There must be some explanation some where in their documentation on what the Message ID and how to send it.

Message Name: Read the device serial number, part 1 Message ID: 0x27 Message Description: Read the device serial number, part 1. This command cooperates with 0x28 to complete the serial number. Src / Des: GW / MD Length: Request: 8 bytes / Response: 8 bytes

What is the use of Message ID and how to send this cmd to device ?

Then it doesn't have much to do with Nordic.

It just a third party device. It's Fora Bluetooth Smart Devices.

Is it your device that you developing or just a 3rd party device ?
