Don't the dev-rules specify a permissions group? Did you installed nrfjprog while root? Try running nrfjprog as root, that would eliminate permissions theory.

@Daniel Wang: Thank you for suggestion. I add my username to dialout access pool. But still I am getting the same error. But as you mentioned, it is most probably the access right issue, but I dont know how to overcome that.

try to grant serial port access permissions to your user:

sudo usermod -a -G dialout

@butch: Thanks for the reply. Yes, indeed the DK is discoverable with "lsusb". And also "nrfjprog -i " gives me the number of the on board jlink. But Whenever I want to write to the board I get those errors that I have posted.

Just ideas: did you try just "nrfjprog --ids"? When I plug in the DK on Ubuntu, a window opens showing the USB "stick" so to speak and saying something like "JLink." I can't remember whether Segger JLink installation requires futzing with /etc/udev/rules.d/99-jlink.rules. Use something like "lsusb" to see whether the USB connection is proper.
