Check to see if the device or DK is bonded, if so delete the bond.
In iOS settings, bluetooth, for my devices, forget this device.
In android the nrf connect app has tab to delete bonds.

No, the default UART pins are connected via the USB cable connecting the kit to the computer. The kit/UART connection will "show up" as a virtual COM port.

Do i have to connect PCA10028 to computer through UART first, in order to make ble_app_uart demo running?

Yes, i tried to program 's130_nrf51_2.0.1_softdevice.hex' under SDK_root/components/softdevice/s130/hex first, and then 'ble_app_uart_pca10028_s130.hex', that did not seems to change any thing.

Before flashing ble_app_uart_pca10028_s130.hex, did you remember to program S130 v. 2.0.1 to the chip?
