Could you please try again with nrfjprog v3.2.0 ?

if you still see the issue, please send your .zip DFU package file and the bootloader .hex file (you can use an example application as a test). Have you tried to follow my guide here ?

I tested with SDK v13.1 and the secure bootloader worked fine for me.

Hello. Thank you for your response. Unfortunately I've also tried this, replaced the .c file with code generated from my private key via nrfutil.

Hi PB,

Have you rebuilt the bootloader with the public key you generated ? It's step 1c & step 3 here.
