If I exclude the installer within Avast, then the program installs and operates correctly.  I will report this as a False Positive to Avast. Do you get the same warnings if you uninstall nRF Command Line Tools, and then download and run the nRF Command Line Tools installer from the Nordic Semiconductor website?
