@skydiver: Are you turning off bluetooth programmatically or through the user settings? Which android version and phone is this?

Unless you want to invest $1k+ ("pro" BLE sniffers are priced in range of $1k when you are lucky on discount through $4k/$10k and more) you probably want to try Nordic or TI sniffer on one of respective dev kits ($20-$100). If you go with Nordic then I recommend to use nRF51 DK board, the rest is explained on Infocenter.

I tried it right now (1 hour after disabling). It still works. Do you have a recommendation for a radio sniffer? I know that it is strange. I checked the BLEWrapper after disabling and it is disabled. But I still get the notification.

If it is shortly (within few seconds) after BT disabling then probably your fancy Android device doesn't process interface shutdown very quickly. If this happens randomly and long time after BT should be off then you are observing miracle;) In the end radio sniffer knows always the truth, there either is on-air link and packets going (and then you have bug in your Android masterpiece) or there isn't (and then you again have some strange bug/ghost in the Android masterpiece;).
