I think you are right - maybe something to do with the whitelist.
I load the same Softdevice and program to the second PCA10040 board, it works flawlessly. One difference I noticed is that on the IOS, it shows Nordic_UART as peripherals name but shows Nordic_Prox for the not-working one.

&lt;p&gt;Please try to test again with nRF Connect app. I experienced issue with the LightBlue app.&lt;/p&gt;
&lt;p&gt;Also, if you can capture a sniffer trace it would be easier to understand what happened.&lt;/p&gt;
&lt;p&gt;It could be a whitelist on the device that doesn&amp;#39;t allow the phone to connect. You should try to do an Erase all before testing.&lt;/p&gt;
&lt;p&gt;It could be the cached ATT table that causing the phone not detecting the new attributable. &lt;p&gt;I was looking at this in SDK 12.3 yesterday and there is no timeout on the connection, at least from the BLE device standpoint.&lt;/p&gt;
&lt;p&gt;However I added a timeout to my version of the UART example (which I&amp;#39;m using as a template for a 128 bit service), so that if no transmissions are received within a defined time period e.g. 1 minute.&lt;/p&gt;
&lt;p&gt;My version automatically disconnects.&lt;/p&gt;
