&lt;p&gt;The latest SDK version that supports the nRF51 is SDK 12.3. You can download it from &lt;a href="https://developer.nordicsemi.com/nRF5_SDK/nRF5_SDK_v12.x.x/"&gt;here&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;PCA10028 is the name of the nRF51-DK board.  This number is used for instance in the SDK release notes to tell what boards are supported, and in the SDK itself to contain the project files for the particular board.
