What do you mean by this? Do you want to use P0.21 as GPIO? then you need to add the symbol CONFIG_GPIO_AS_PINRESET to your precompiler symbols in your project.

But you can use GPIOTE and inside interrupt handler (or later) call SW reset.

No you cannot change the reset pin, P0.21 is the only pin which can be used for reset. You can turn it on and off, but that's it.
