The user who asked that question also created this post, where the problem was solved. Turns out it was a problem with access privileges. Have you made sure you have full access to the folder where you try to create your file?

Someone else is also facing the same problem I have ,

But no solution is given there..

Unfortunately I am unable to recreate your error with nrfutil version 2, nor do I find the --gen-key option. Could you try upgrading to a newer version of nrfutil? The latest version is 3.2.1

What version of nrfutil are you using? You can see the version by writing

nrfutil version

Hi, Try this (1). nrfutil.exe keys generate priv.pem (2). nrfutil.exe keys display --key pk --format code priv.pem > public_key.c
