There will be probably no stationary beacons in the system for a start and no floor plan. Is this concept viable?

rssi values alone will not give you a very reliable distance indicator. If you can compliment the rssi values with a detailed floor map (with room and pathway objects) then you may be able to provide a better tracking solution.
