I answered you. You don't need a license. The JLinkOB is licensed to program the chip on the board (it's also licensed to program other nRF chips on custom boards)

I want to connect the nrf52832 board to computer directly via usb-line, I use keil as the develop IDE. I have known if i want to debug I need to program the license to nrf52832, I want to know which license I need to purchase

As long as you're debugging through to the board to another Nordic device you don't need a license. If you try to debug another MCU it won't work (with current JLink software) as it checks.
