Yes, I agree with awneil. Different manufacturers use different Bluetooth chips, so it may be down to the manufacturer too. Nordic does not produce Bluetooth Classic chips (4.1), only Bluetooth Low Energy chips (>=4.2).

As noted, it is a Windows issue (possibly also down to the PC manufacturer) - nothing to do with Nordic..

Just like you mentioned, it was not difficult to find the connection parameter guidelines for iOS. I am unaware of any connection parameter guideline documents for Windows 10 unfortunately. Have not found any documentation yet. I would maybe consider talking to Dell or Microsoft Tech support and see if they can forward you to the engineer(s) responsible for Bluetooth implementation. Be aware that Dell tech support might be a bit delayed in giving you an answer due to Hurricanes Harvey and Irma (see their website). Meanwhile, I will search a bit more and see if I can find any documentation. I think you're best bet so far is continuing with trial and error and talking to Dell and/or Microsoft tech support.

I can only say that my Win10 machines (Lenovo laptops) were defaulting to 60ms connection interval and I can imagine that they wouldn't go much lower or higher.
