Where does it say that? From the first sentence in the NRF52832 Radio Product Spec:

The RADIO contains a 2.4 GHz radio receiver and a 2.4 GHz radio transmitter that is compatible with Nordic's proprietary 1 Mbps and 2 Mbps radio modes in addition to 1 Mbps and 2 Mbps Bluetooth® low energy mode.

Yes communication would be possible in most cases, as explained here and in the blog post in my link above.

Yes, but in the nRF52832's datasheet says that the BLE on it achieves up to 1Mbps speed and 2Mbps just for nordic's own wireless protocols. Therefore, only 803Kbps are possible!!

In order to achieve the highest throughput, the data length extension and event length extension need to be enabled, I know that another nRF52832 device can accept this, but what about other devices? android phones or other devices? would the communication be possible on this case?

You can achieve a throughput of ~1,400 kbps with the nRF52832 and S132 v5.0.0 if you run the nRF52 in 2 Mbps data rate mode.
