Hard to say what could be causing this, as there is no information to work with.
Are you using a nRF51 DK? Maybe you could try debugging to get some hints to what is going wrong?

whene i used the sdk 12.3 with s130 i found this problem the device couldn't make any advertising and ther wasn't any led blinking but when i used the sdk 9 with s110 it worked fine and for your information i tried to compile simple blinky program with sdk12.3 s130 weirdly the blinky worked fine

So you were able to find the nRF51 with SDK v.9, but not with SDK v.12?
Are you sure that the device is advertising (LED 1 should be blinking)?
Are you using the correct softdevice? SDK v.9 supports softdevice S110, but there is no support for that softdevice in SDK v12. In SDK v12 you should use S130 SoftDevice v2.0.1.

i can't find the nrf51 neither by bluetooth settings nor by nrf connect

I can not connect to my device from the phone's bluetooth settings when using the ble_app_uart example, neither in SDK v12 or SDK v9.
However, I can connect to the device using the HRS example.

Hi!
What kind of phone are you using?
Are you using the same example in both SDK 12 and 9?
Some services are natively supported on some phones. For example, HID, HRS, and ANCS is supported by iOS and you will be able to search and connect through the bluetooth settings on your phone.

hi Joakim it was very helpful but i'm wondering about something when i tried to use sdk 12.0 i wasn't able to connect to the ble from my android phone using the setings but whene i used sdk 9.0 i wase be able how can you explaine that

Hi Fares Elec!

You can use one of the examples in one of our SDK's.
The latest supported SDK for the nRF51822 is SDK v12.3.0.
There are precompiles hex-files you can flash to your board that will allow you to connect your smartphone.
Remember that you will not be able to connect to most BLE devices directly from your phone's bluetooth settings. You will most likely need a mobile app to connect to your device.

For example;
You can flash the ble_app_uart example to your device, and use the nRF Toolbox app (available on Android, iOS and Windows phone) to connect to the device.
You can read more on the infocenter-page of the UART-example about how to test it with your device.
