no that blog post has nothing at all to do with CMSIS-DSP, that's just about the deprecation of CMSIS Pack which was a way of distributing things for installation into Keil. There was confusion on that point at the time, seems there still is.

Indeed just downloading the CMSIS-DSP libraries for M0 is all you need to do, link with them, job done.

It is possible to use the CMSIS libraries directly. Just download them and include them in your project. The nrf51 is using a ARM M0 core, and there are some DSP libraries supported by it at the link.
