 I compiled (using ARM GNU) and run the USB CDC ACM example found on SDK_14_0_0. I have windows 10.

I found the issue!
I had a long USB cable extension cable connected to my Windows machine (but not the Mac).
When I plugged the board directly into the machine using a short USB cable it worked.

I tried another PDK (also v0.9.2) with the same results.  The J-Link operation upgraded the firmware for the emulator first as the board is fresh out of the package.
I tried loading usbd_hid_composite_pca10056.hex and got the same results.
It works on Mac but not on Windows.
I also tried a reboot of the Windows machine.  It didn&amp;#39;t help.&lt;/p&gt;

I have made some minor modifications as I am developing a USB device.  But I did try some of the precompiled hex examples before I made my post and they are failing in the same manner.
I have another PDK I can try.  I will also try to reboot my Windows machine to see if either of those have an effect.

I am having the same issue but I have a bit more information.
I have both a Windows and a macOS machine.
Using the same board the USB examples do not work on Windows (this is where I develop using Segger), but when I plug into the Mac, everything is good and the programs work well.&lt;/p&gt;
&lt;p&gt;I can debug both situations on Windows and Mac.
On Windows the ev_setup_handler always reports:
USBD event: Setup (rt:80 r:06 v:0100 i:0000 l:64)
This is repeated about 7 times until Windows reports a device failure.&lt;/p&gt;
&lt;p&gt;On Mac, the sequence is starts up like the following:
USBD event: Setup (rt:00 r:05 v:0009 i:0000 l:0)
USBD event: Setup (rt:80 r:06 v:0100 i:0000 l:8)&lt;/p&gt;
&lt;p&gt;My PDK sticker:

&lt;p&gt;I gave it another try after your comment. The example works on only one of my Dev kits. The Dev kit that it works is V0.9.2 2017.27
The example does not work in dev kit V0.9.2 2017.33.
