I would recommend that you look at one of our SDK projects that is already using the Peer manager, and use that as a template on how to add peer manager to your own application. Remember that some setttings for Peer manager and also FDS is configured in sdk_config.h.

I'm getting the same error - and neither nrfjprog --eraseall to nrfjprog --recover seem to help.

SDK14.2 and SoftDevice 5.1. I can run the same SDK 14.2. code on a different hardware (compiled with a bit different options), both on nRF52832. Trying to isolate what makes the difference...

Happened to me. Flash data got corrupted. In my case the most likely cause was: the SD got initialized various times and/or PM signaled updating peer data (flash) before pairing procedure was finished (no SEC_SUCCEEDED nor SEC_FAILED received). (Re-)flashing softdevice (--chiperase) allowed the pm_init() to succeed.

Did you try to increase the number for the MAX_REGISTRANTS define at line 20 in security_manager.c?
