There isn't an exact answer to this question. The Bluetooth specification does not limit how many peripheral devices a central can connect to at the same time. The limit comes from the connection parameters you are operating with and may be further limited by the hardware and BLE stack on your central device (Raspberry PI or phone). An nRF52 central running a reasonably new version of the S132 SoftDevice is able to connect to up to 20 peripheral devices (limited by the BLE stack in the SoftDevice) at the same time as long as the connection parameters for all the connections are "nice". You should try long connection intervals, high supervisor timeout, and high slave latency.

An additional suggestion, you may choose not to connect to all the Eddystone devices at the same time. If you are connecting to only a few devices at a time, cycling through the devices within range, you can cover a very large number of devices. You may also consider never connecting at all if that is an option and rather just relay on advertisement packages and/or scan responses to exchange the necessary information.

Best regards,
Rune Holmgren
