Yes, they can work together. The flash write operations are scheduled between the BLE events. See this post for more information.

can nrf51822 handle ble receive data from mobile and data to write flash, both can work together?

You are running into the error handler(APP_ERROR_CHECK) because a function have returned an error code. You should then debug in order to find the reason for this, and you should have the preprocessor symbol DEBUG defined when debugging. See this post about debugging. If you are using Segger Embedded Studio, then this video might be helpful for you.
