How long it will take for a beginner to develop such an app, will probably vary from person to person.
I'm afraid we don't provide much support regarding Android development here at Nordic Semiconductor. You will probably get a lot more help by visiting an android development forum.

We do have some android related content, including the source code for the toolbox app, available on our github.

Approximately how long would it take a beginner to develop such app? I simply just need the graph on Android app and forward data to webserver. I've read somewhere that said SQLite is such a good platform to do so

Possible: Yes. BTDT.

But I would not recommend using the nordic toolbox app as as starting point. It is probably better to develop the app from scratch or to use one of the large number of frameworks out there. Modifing somebody else's app for new requirements can be much harder than a new development.

However, one can use the nordic apps as a guide on how to talk to a BTLE device in android.
