Is it possible for an 3 party BLE device like an mobile device like an Android/IOS Phones or ESP etc to participate in mesh notwork if so is there any documentation provided for it, and how to go about implementing it?

The Bluetooth Mesh specificaiton does provide a way for legacy BLE devices such as smartphones to participate in a Bluetooth Mesh network. Please have a look at the In-Market Bluetooth Low Energy Devices and Bluetooth Mesh Networking blogpost on bluetooth.com for the overall picture.

At the time of writing we do not yet have this functionality in our nRF5 SDK for Mesh, although it is definitely high on our list of what to implement next. (More specifically, the required features are the GATT bearer and the Proxy feature.)
