What hardware are you using ? Is a custom board or Nordic DK or EK board ?

I've seen you have J-Link ARM v8, seems not an EK(Jlink OB) nor J-link lite for DK.

open "J-Link commander" utility and try connecting from there, and post the screenshot... u might have an issue with your debugger...
