did you make sure that the dip switches on your PPK is same as mentioned in the tutorial ?

Seems like they are not set to correct settings.

thank u. I got a PPK（PCA63511), and i configured it as the tutorrial. However, as u can see in the pic below, i cannot connect it.

i have ran this over two hours now on my PCA10040 board with the same example and the idle currents are much lower than your minimum. Please see the attached image.

really hard to say without knowing which application your are measuring the power consumption for. Are you using and serial transfers? if so can you please check if you have been hit with any of the hardware ERRATA where there might be power consumption increase and check if the workaround is available for it and is applied in your code.
