 Why doesn&amp;#39;t Nordic offer a stand-alone BLE controller variant of its softdevice protocol stack? As far as I understand, the softdevices includes both Host and Controller.

The SoftDevice aims at providing a GAP/GATT interface to the user/application which is ideal for single-chip configurations.
