I have already looked the example, the ble_app_hrs example did send out notification but it still doesn't work as I wished. I tried to find what's the difference between them, but failed to find it. Could you help me with this issue?

Hello, I'd recommend to have a look at the ble_app_hrs example. It includes the battery service and sends battery level notifications from a periodic timer time-out (low power RTC timer) . You may use this example as reference and copy relevant code to the UART example.
