Same as number of links. The pairing/bonding information is managed by the Peer Manager. The number of stored bonds is limited by your available flash size. The size of one bond is dependent on what information it contains (maybe 50-300 bytes per bond).

I'm afraid 20 links is a limitation of the SoftDevice.

Is this just ram dependent. Could I change something and make the number larger than 20 ?

I think the maximum link count is 20, but it depends on the connection intervals and packet lengths.
