It turned out that the device was already advertising but the beacon using the same address was advertising faster so that nrf connect for mobile didn't recognize the connectable.

But there is another problem:
The service discovery always fails with error 0x16 GATT CONN TERMINATE LOCAL HOST

Adding the parameters for slow advertising will also cause in error 5 NRF_ERROR_NOT_FOUND

init.config.ble_adv_slow_interval = 1600;
init.config.ble_adv_slow_enabled = true;
