I found the solved ways.In my schematic , there is a hardware error.The VCC was pulled down.So I can not program.

Maybe I did some forbidden operate ,like memcpy or memset a sector. New ic on same board .Test program works,another program makes it unworkable.

I think it is the program problem. If I download a test program. It works normally. But another program,this incident happens.

I see other people meet this problem. It says Chip in system off mode.

I am sure my JLink is OK. Because I can use it to program other device.

123456 is not a valid Segger ID. It looks like the software on your debugger has some problems, so I would download the Segger JLink CDC drivers and software to see if they can contact it.
