&lt;p&gt;More expensive programmers, like the J-Link Base, have level shifters to detect the target voltage. Simpler programmers, like the JLink CortexM lite and our nRF5-DKs, have a set voltage.&lt;/p&gt;
&lt;p&gt;What programmer are you using?&lt;/p&gt;
