You need to program the application into the nRF51 chip on the dongle as well. You are programming the Softdevice now and that is only the stack. You need the application to run on top of the stack as well. Please download the SDK mentioned previously and program the "ble_app_proximity" code example on the SDK.

I use uRFgo Studio to erase all on USB Dongle,then I program SoftDevice chose s110_nrf51822_6.0.0-5.beta_softdevice.hex , later,use my iPad to connect USB Dongle.Bluetooth Smart->proximity->I can't connect...,I don't know why?

You have to flash a softdevice (stack) and application into the USB dongle before it can be discovered. Since you are trying to connect it to an Android phone you should start with the S110 peripheral stack and also download the nRF51 SDK 6.1.0. Follow the lash procedures described in the nRF51822 DK user guide chapter 6..
