When you are sending Service Data, you need to enable the broadcast property on the Characteristic within the Service that needs to be broadcast. I see that this was not explained clearly, my apologies for the issue.

The Service Data tag requires that you have at least 1 Characteristic with the Broadcast property. The Service Data then gets the Service UUID of the Service which is under which the Characteristic is present and the data is the value of the Characteristic
