I of course I realize there is a search function in Google Play store as well as amazon App Store and was thrilled to find all the very many various apps. Some by "NFC- Studio!', some that "read' NFC tags, store passphrase one an NFC tag, some that designed for social networking writing your contact information on a tag, xxx "only works with yyy BLE module... Farm wizard for animal identification. Files sharing, photo sharing audio sharing and on and on....

I am looking for a RECOMMENDATION for a "development tool"

Go on. You do realise that the Google Play app store has a 'Search' facility - don't you?

There are a number of NFC apps for Android. NFC Tools seems to be one of the more popular.
